Civil Engineering Services
Axis Engineering Consulting Services provides civil engineering for residential and land development across New Jersey. I prepare site plans, grading and drainage designs, stormwater management plans, soil erosion and sediment control plans, and utility designs, then carry them through the municipal and agency review process, including responses and revisions.
I am Antonio Santos Martinez, a New Jersey licensed professional engineer based in Plainsboro, in Middlesex County. I work with builders, developers, contractors, architects, surveyors and property owners across six counties.
Three stages. One coordinated process.
From early feasibility through design, permitting and construction support, each phase is developed with the next one in mind.
01
Feasibility
Site Feasibility + Due Diligence
Development Constraint Review
Concept Planning + Site Layout
What a property can support, evaluated before you commit to a purchase or move into full design.
Early engineering review of a property to understand development potential, major constraints, and the likely path forward.
Site Feasibility + Due Diligence
Review of zoning, setbacks, coverage, easements, access, and physical site conditions that may affect what can be developed.
Early layout review to test building placement, access, and general site configuration before moving into full design.
Utility + Drainage Red Flags
Early review of water, sanitary sewer, storm drainage, and existing site conditions to identify issues that could materially affect the project.
Early Permitting Path
Identification of the municipal, county, or other agency reviews likely to apply and how they fit into the project sequence.
02
Design + Permitting
Residential Site Engineering
Grading and Drainage Design
Stormwater Management
Utility + Infrastructure Design
Site plans, lot layout, and development design for residential projects, including grading, drainage, access, and utility coordination.
Residential Site Engineering →
Proposed elevations, slopes, and drainage systems, supported by the calculations needed for the design and prepared with municipal engineering review requirements in mind.
Stormwater analysis, design, and supporting calculations for projects requiring runoff control, infiltration, detention, or other stormwater measures.
Stormwater Management →
Soil Erosion + Sediment Control Plans
SESC plans showing construction-phase erosion and sediment controls, with coordination through the applicable Soil Conservation District where certification is required.
Soil Erosion + Sediment Control Plans →
Design and coordination of water systems, sanitary sewer systems, and storm sewer systems for site development, service connections, and system extensions.
Traffic Control Plans
Traffic control and Maintenance and Protection of Traffic (MPT) plans for construction within or affecting the public right-of-way, including lane closures, signage, work zones, and pedestrian accommodation.
Municipal Approvals + Permitting
Coordination of engineering submissions with municipal departments and reviewing agencies, including responses to review comments and plan revisions through the review process.
03
Construction Support
Contractor Engineering Support
Construction Coordination
RFI + Field Question Support
Engineering assistance during active construction when field conditions, plan questions, or design issues need to be resolved.
Coordination with contractors, design professionals, utilities, and reviewing agencies as engineering issues arise during construction.
Review and response to RFIs, field questions, plan clarifications, and conditions that differ from the drawings.
Agency Follow-Through
Engineering coordination on outstanding agency requirements, comments, and construction-related approvals.
Revisions + Closeout Support
Plan and detail revisions when required, along with engineering coordination through outstanding project closeout items.
